This assignment supported the USAID Karnali Water Activity in strengthening water and sanitation service delivery across 29 municipalities in Nepal's Karnali River Basin by deploying qualified technical human resources for real-time support in design, estimation, construction monitoring, and quality assurance of water supply, sanitation, and fecal sludge management systems—ensuring compliance with technical standards, environmental safeguards, and inclusive governance frameworks.
The USAID Karnali Water Activity (the Activity) working in the Karnali region to create healthy, resilient, and water secure communities at the watershed level through strengthened water and sanitation governance that improves water resource management (including water for more resilient and biodiverse ecosystems), enhances sustainable access to drinking water, improves agriculture water management, and reduces the fecal pathogen burden in the environment from poorly managed non-sewered sanitation through fecal sludge management. The activity covers 29 municipalities located in the Karnali River Basin, which extends over Karnali, Lumbini and Sudurpashchim Provinces.
In response to their objective and goals, the activity contracted with Niyatra Consult Pvt. Ltd. through Blanket Purchase Agreement (BPA) for a period of performance of 12 months with issuance of Firm Fixed Priced (FFP) purchase orders (releases).
(Note: A Blanket Purchase Agreement (BPA) is a master ordering agreement that establishes unit prices for a list of goods that will be procured in varying amounts on a recurring basis over a fixed period of time.)
The main objectives were to deploy qualified technical engineering human resources for real-time technical support to the USAID Karnali Water Activity team for the preliminary survey, design review, estimation review, and construction monitoring of water supply and sanitation scheme (gravity & solar/electric lift), source protection, Multiple Use System (MUS), Overhead Tanks (OHT) and Fecal Sludge Management (FSM) projects.
Niyatra Consult successfully provided comprehensive technical human resource management services to the USAID Karnali Water Activity by identifying technical assistance needs, drafting scopes of work and qualification requirements, supporting recruitment through shortlisting, evaluations, and reference checks, and facilitating contract issuance and salary negotiations. The firm prepared a roster of qualified technical personnel and efficiently deployed engineers, sub-engineers, and assistants for field activities including survey, design, estimation, construction monitoring, and quality control of WSS, MUS, source protection, and FSM works. Niyatra managed payroll, attendance, leave, and travel logistics, and ensured effective performance management by compiling feedback-based reports and deliverable summaries at the end of each consultant's assignment. Monthly progress reports summarizing activities, deployment status, and consultant tasks were submitted punctually to the Activity. Technical experts were adhered to survey standards, construction designs, drawings, BOQs, technical specifications, environmental mitigation plans, health and safety measures, timelines, and related construction standards outlined in the Construction Implementation Plan (CIP), the Water Supply Scheme Implementation Guideline, and the Gender Equity and Social Inclusion (GESI) action plan.
